Someone may well have already suggested this, if so sorry for not being more thorough in looking.
A lot of people don't get involved with moving packages, but many do. For many it's a case of dropping them at the nearest available station, so we see thousands more than are needed in one place whilst the further out stations/goals are taken on by players who wish to take an active role in the powers side. I'm not one of those dedicated to the cause, but I do from time to time 'dabble' in that side of ED, but I'm far from fully knowledgeable on it.
Anyway, moving on, what if a mechanic was introduced where these excess packages, all three types, could be collected when there is an unneeded excess and moved around stations?
Of course the merits for such packages may have to be lower say 50%, or rewards at full rate only if they were delivered to a station that actually needed them. It could even be based on distance. As it stands I can deliver 10,000 packages into a system (that already has thousands more than it needs), just two short jumps from my powers own base and receive exactly the same merits as a person taking 10,000 twenty jumps away, which seems a little unfair and means many of us are aimlessly delivering packages for our own benefit and not benefitting our power at all.
This, or some variant, would, I believe generate more interest in this side of the game. It would be interesting to see how, if at all, it changed the balance of power in the game.
Of course it would need careful consideration to avoid it being exploited by players to gain extra merits, but I do think it would add to the game.
It's like a Country at war delivering all its troops to only the closest front line, then just leaving them there, in reality they would then be transported on to where they are needed and can do some good.
Perhaps the answer would be to give a lower ratio of merits to packages when they are simply not needed in the system your delivering them to - but I think that would encourage people to be less involved.
