I´m at Rank 15 and need to submit 12! data from Apuris settlements. One settlement gives me 1 to 2 data I can submit. When downloading I raise alarm, to disable alarm first I need to kill two guys in PWD. For the download I need to kill additional people and security. I guess I do something wrong here. Already tried to sneak in and so on, nothing works without killing. Do I miss something?

I'm seeing a lot of that data when I do Restore Power missions. No need to sneak or kill anyone other than your regular scavs. Usually get a set on every terminal.You don't have to do the missions apart from the first ones. Some are more difficult I heard
I've been collecting them as Inara said they were used for something, but I've been having trouble transferring stuff to my fleet carrier to sell.

Visit every system settlement (they often have different owner factions, so bounty from one doesn't offend the others), kill 'em all, loot all PP stuff (data and goods), let the PC run overnight to get rid of notoriety, fly to legal factors to pay off the bounty, repeat. This will net you a ton of merits, and if you find an anarchy faction settlement, you can even farm it with the SC reset. I usually still do the sneak-alarm/minimal-kill route, but don't really press it. Also check if it can be combined with other tasks like e.g. malware upload.
I currently have the game running right now while i'm working. By the evening i'll be at zero again.
There's 2 large pad agricultural settlements in that system. Head to those first as you should be able to find more data ports there.

This would work if there where any restore power missions currently in that system, but there aren`t. It need to be that named system for this type of PP mission.
