The title says it all (or not).
I understand that Powers do not own settlements, and as such there cannot be Power Conflict Zones where the two conflicting Powers are fighting each other.
On the other hand, one can undermine a system by raiding any settlements and killing everybody (don't fear, embrace notoriety 10!).
Regular kills give a measly 4 merits, but there are also some "Power agents" (they wear different armor) that give ~45-95 merits, depending on the level of the settlement.
That's like ~1000-1500 merits per lvl 3 settlement (without counting the stolen Power data that you can turn in later for lots of extra merits).
I do not think there is a reason that Power agents would show up at a location from a specific faction, but not from another.
Do "regular" ground CZ's have Power agents, so that participating earns merits?
I believe no (happy to be wrong!), but why?
Powerplayers fighting to acquire a system might still be interested in a specific faction taking control anyway, so why not get merits while doing so?
What could be the downside to having these at the ground CZ's?
That would lead to very interesting player interactions (whether "winging up" to face the NPC's, or going PvP with the opposing Power), and I believe one of the most fun activities Powerplay could offer.
