Powerplay has a (in my view) problem in that fighting / undermining is not seen as lucrative, and that large powers stay large through inertia.
In Powerplay 2 things have changed slightly in that the system is not group driven but at a player level- i.e. PP2 is heavily decentralised.
But how do you guide players to drive Powers to compete?

Another idea is to scale merits gained through undermining based on a powers Galactic Standing. This idea concatenates the concepts of overheads from PP1 and a way to nudge players to attack larger powers for greater rewards.
So, if you undermine Edmond at number 1 your undermining merits are scaled upwards by say, 50% more, with each position on the board reducing that by a set percentage to around position 5 where the scaling is reduced to zero.
So it might look like:
Position 1: 50% merit scaling
Position 2: 40% merit scaling
Position 3: 30% scaling
Position 4: 20% scaling
Position 5: 10% scaling
Positions 6 - 12- no scaling
This will incentivize rivals to attack these powers in the top 5, and from a lore perspective be a 'bounty' low ranked powers place on those who are higher in the rankings.
