With the upcoming system colonization, this makes FCs a bit of a 'yesterdays feature'.
Could you make fleet carriers relevant by making them (via a service like secure storage) like Powerplay 2 strongholds and exert influence?
This could go one of two ways: influence is cumulative or its 'flat'.
The base influence would be below a fortified Powerplay system (say, 10Ly) so that any parked do not replace fortified or stronghold systems when they drop too much.
The FC could then act as an 'anchor' for Power expansion- if influence is cumulative you could then park loads into a PP2 stronghold or fortified system to either bump up its stats and increase the influence range (say, to 40Ly). If the Fleet Carrier moves, that influence is lost leaving any exploited system vulnerable.
This way fleet carriers (and where they are) behave as strategic assets that would greatly synergize with Powerplay 2 and Colonization. It would also bring new purpose to Player fleet carriers (who have concourses stronghold carriers lack).
