For those of us who like to manipulate the BGS as part of Powerplay, it would be cool if we could get merits for building up our powers preferred facions Government's in controlled or exploited areas (and conversely by building their opposing Governments in the areas of other powers).
These could be special "powerplay" missions offered only to Powerplay players by minor factions that award nothing but merits and influence (rather than cash and even more modular terminals that I don't want).
(As a bone, these missions could also only be avaiable in open if that will get the support of the open only crowd).
