Powerplay PowerPlay Bounties & PvP

A few questions on PP PvP and Bounties, I hope someone can clarify.

So there I was, minding my own business - by which I mean flying around with 1000 merits from smacking Fed Couriers/Agents and carrying ~750k PP bounty for Winters - when much to my delight, I was interdicted. I was on my way back from visiting Zach, so I'm not sure which system I was in (maybe Fed/Winters?). After submitting, I noticed it was an actual Cmdr and not another Fed Agent. A quick scan showed Cmdr FedsKilledMyCat (not his real name) was allied to Winters, so I assumed he was after me lucky charms (merits/bounty).

I've got very little actual PvP experience (unless you count hi waking in an AspX), but I thought why not. The basic scan (not KWS) showed him as clean, but I assumed as I am currently pledged to ALD and he is Winters, then PP pledge would negate any issues. I opened fire and immediately got the 'system authority en route', but hey ho I was in my Clipper and confident I could cut and run if needed.

After a few minutes of drunken jousting (OK, I was drunk, maybe he wasn't), his hull was at ~65 and he turned tail and fled. His parting words were - 'turn off cops', 'next time'. That confuses me. I'm pretty sure I fired first and I had assumed the system authority were on his side - which is why I was being so careful with my drunken Frag fire! So...

1.Why were the system authority called?
- we're on opposing PP sides - or does it need to be specific PP groups/oppositions in specific systems, etc.
2. Why couldn't he attack me with impunity given my PP bounty against his Power?
- does he need a KWS to see my Power bounty?

I think you are right about specific groups in specific systems. I am also aligned to ALD at present and am also killing winters ships for bounties. I 1st started by going to an anarchy system in Winters territory. I killed a bunch of winters ships but didn't get a single merit because (I think) it was not one of the specific systems listed in the "control" section of the winters PP screen.
I also killed ships from other powers in winters controlled systems and didn't get any merits for that either. I assume that's because it was a case of, right ship, wrong area. The impression I am forming about PP is that its all about attacking an area of control and weakening its defences. Killing any ship other than a winters ship inside a winters control area does not weaken the defences of that area so no merit. Killing a winters ship outside of that area supposedly does not weaken the control systems defences either so again no merit.

As far as the system defence forces being called. Well (I could be wrong here) I think it might be that outside of a control system, its just another clean ship and so are you.
 
Be nice if someone from FD would answer this; at least give us confidence they understand their own systems...

Because to be frank the new C&P system and it's possible interaction with pp is a mystery to me.

Ta. I am well acquainted with the PvE merit system - I read your thread too late to point you in the right direction. All of the PvE stuff can actually be understood from ingame (yay!) by looking at the Powers tab - each Power I've undermined has PvE 'token pushing ships' which for Winters are clearly labelled Fed Courier or Fed Agent. I'm pretty sure the Fed Couriers only spawn in specfic systems, but I've been interdicted by Fed Agents when travelling to hand in merits, so I think they can spawn outside of control/expansion systems if you are carrying a PP bounty.

I've read through some great PP guides, but have yet to find one that has information about the new C&P and details about PP bounties, which is a bit disappointing given all the very vocal support for OOPP - maybe one of those proponents should weigh in? Or, if I can find a suitable corpus of volunteers from different Powers, we could do some testing?
 
The Power bounty is only valid in an applicable Power's system. Power bounties are also currently broken and haven't been fully implemented.

Well that's disappointing. They should be viewable (via KWS) and collectable galaxy wide by some pledged to correct Power.

As it's a paramilitary bounty not a crime one I believe the argument against that from FDev was that if you went to a neutral system & shot the place up the authorities there wouldn't be impressed. To me that is a reasonable argument but there is logic in what you say as well. It would probably make more sense if Powerplay had received the Maintenance Update FDev had posted in focused feedback.

Were you in a control system or your power or this other CMDR?
