It would be great to have huge war Community Goal for PowerPlay. All Empire factions allied against all Federation factions for example.
A cease fire between factions of the same power will be declared. Going against that will set you on a death penatly (wanted) for while.
Anyone pledging for Power A entering Power B space would then be hunted down and vice versa during that community goal.
Power A can attack Power B anywhere, but a battlefield will be chosen (Preparation zone).
All PowerPlay goal for those two powers are susepnded except military aggression.
There could cycling war between two chosen Power each month. This would give incensitives for PowerPlay and PvP !
