Powerplay Data and Goods

Can somebody help me understand this. I'm currently doing a PP assignment to hand in Classified Power Data from reinforcement systems, to be handed in at the power contact in the source system, as shown in the screenshot below:

I've only managed to find one of these, in the system I chose, so far. However, I did collect a load of extra items which I thought I could hand in for merits. I returned to a power contact in the source system (Crathiganit) but they only accepted the one classified data and a few units of political/association data. The rest it states they are out of range, as shown in the next screenshot:

Is it possible to hand these in or am I just going to have to sell them??

For no particularly obvious reason, Reinforcement only accepts Classified/Political/Association data and not the other types, so you can't use the others. Unfortunately, the only error message available for "you can't do that" is "Out of Range" even if range has nothing to do with it.

You can either sell them to the bartender (highly recommended!), or hang on to them for the extremely unlikely contingency that the system gets undermined all the way back to unoccupied. At that point it'll be an Acquisition system, and you can then use those other data types to reacquire it - or if someone else does, use them to Undermine it.
