Quick question, does the increased bounty payout effect apply to combat bonds from CZs as well? Or does it only apply to bounties from RES'?

Also, is it just me or is there no decal option for the "Deadly" combat rank? I hit deadly today and outfitting still only has up to "Dangerous" for combat decals...
