Powerplay: Fortify/Undermining 100% Hard Cap

I have a proposal for something that's been bugging me for a while now. Often times when I Fortify control systems I find that many of the control systems in the top of the list is WAY past 100% . Which I find counterproductive and extremely irritating. For example, the first system in the list I'm looking at right now has been Fortified at 2,562%. Trigger is 5037 and Total is 129071. What the actual ****! That's 124,034 that could have been better spent on systems that actually need it. My proposal is that there be a hard cap at 100% for both Fortify and Undermining. So for example once 100% Fortify has been reached, none of the stations in that system will allow you to turn in any propaganda materials (I think that's what you call it) and tell you to take that stuff to a system that hasn't reached 100%. So if I try dropping Powerplay materials off at a station at 100% they'll tell me they're full and to take it so a system that needs it. Or something along those lines.
 
Why do you find it annoying? It might be intended by the Power in question as some systems you don't want to Fortify because they make a loss and commanders need to get merits somehow. In Torval's case we specifically tell people to over fortify Amphisatsu rather than doing things we don't want them to.
