[POWERPLAY] heat map of detected power ships

For each power, have a heatmap (just like the trade map in beta) of a Powers ships.

Data would be collated from vessel scans, so any scan by NPCs or other players would generate data for it (so the tool is not just an Open only thing).

It would be a fun way to see what other powers are doing, and place more emphasis on stealth and remaining unscanned.
