Powerplay Powerplay leaders bobbleheads / Avatars using 2.1 technology

Ok, bit of a change from bugs / fix it / solo / open:

We know leader bobbleheads are a thing.....but when? We have a Winters bobblehead giving some attitude, and Patreus thinking about who owes him money but any hints about when these might be available?
