In Powerplay, a bubbles fort values can be flipped higher or lower based on what gov types are in charge. Flip a majority and the value goes down (favourable status) or flip them all to gov types that make it unfavourable for a higher value.
This creates problems between Powers and PMFs, leading to unpleasantness since PMFs can be placed inside powers in really annoying places- as they spread they 'flip' a bubble unfavourable just by existing.
So: make fortification values higher or lower based on how happy the little people are in systems, rather than what gov is there.
This essentially decouples Powerplay from the BGS for PMFs, since you can now have any gov type you like. Just keep them happy and the fortification value is kept low. To mess things up make people unhappy. This plays well with logic, in that the happier your exploited population is, the more they support you.
It means that PMF placement can be anywhere (less to think about FD), and that it sits very well with Sandros proposed changes to limit Powerplays BGS footprint to control systems only. It also removes the abstract requirement for gov types aligned with Powers, greatly simplifying things. Happy is great, frowny faces are bad.
