Powerplay Merits and Control/Undermining Bonus for Open

Powerplay should be more interactive. There are definite Cons being in Open so they should be rewarded.

For reference, I am not a PvPer. I have never successfully shot down a player (outside a squadron battle with handicaps)

Not a fan of the idea of effectively bribing people to play in a particular way outside of the activity being interesting/fun enough in its own right to persuade them, anything else leads to threads being closed and redirections to the HC threadnaught.
