So, I'm back with some mission ideas, again, again. 
These can apply to both military ranking missions, or even add in some PowerPlay missions to mix things up a bit in PowerPlay.
These ideas more or less all come from my experience with Combat Flight Simulators, most notably, the Enemy Engaged series.
Combat Oriented Missions
Combat Air Patrol (CAP) - Space
This mission is sort of a mix between a massacre missions, assassination missions and sight seeing adventure. Lol
Basically, you're given a set of waypoints to visit, either all in 1 system, or spread out across many. For the PowerPlay version, you'll be sent to border systems to defend your territory.
You're free to engage any hostile targets you spot, but targets spawned at waypoint are mission critical and must be destroyed.
All you do is fly to the target system, head towards the waypoint, and stop off to engage any mission targets you see.
Each time you drop down to a waypoint, there's a chance a mission target will spawn.
The waypoints could be anything from a Nav Beacon, to a friendly checkpoint, station or surface outpost, even a capital ship. No scanning is required, just be with 1km of the waypoint to trigger the next one.
These missions would be set up so it's always fully legal to kill the enemy.
Combat Air Patrol (CAP) - Surface
These CAP missions are only for surface installations.
You will be asked to simply fly a predefined set of waypoints around a surface installation and engage any targets you spot.
You must be within 500m of a waypoint to move on to the next. Each time you pass a waypoint, there's a chance enemy ships will be spawned.
Once all waypoints are passed, you're free to dock.
Combat Search And Rescue
These missions are slightly different from your usual rescue missions, in the way that you will be heading in to an active CZ to rescue a various number of escape pods, these are fairly safe missions as you do not need to engage the enemy, just grab the pods and go. You will always be sent to a CZ to do this mission.
Hostile ships may be sent to try and capture your rescuees.
Capture Prisoner of War(POW)
Similar to above, you'll be required to capture escape pods from the enemies faction in a CZ. The only difference being, if you pick up one of these pods, you'll be auto assigned to the other faction, meaning you WILL come under fire. You need to grab these pods and get out ASAP. These pods will also attract hostile ships to try and recover them on route back to your station.
Non-Combat Missions
Reconnaissance Missions - Space
These missions involve simply scanning a target ship, or beacon with your data link scanner, and escaping without ever being scanned.
You will be sent to a hostile system to look for a USS in which to scan a specific ship, or space based data node.
The moment you complete the scan, all ships in the area are alerted and will try it scan or destroy your ship. Run!
Surface SRV recon missions already exist, so not needed.
Troop/Equipment Transport/Insertion
A simple transport mission, sometimes just a basic transfer of soldiers or equipment to another station, other times an insertion in to a hostile base.
If doing a hostile insertion, you need to avoid being scanned. Not only will this fail the mission, you will also be attacked, and if near your destination station or surface port, you'll be shot down immediately!
Troops, prisoners, and slaves could technically do with a new type of "Bulk Passenger Cabin" for them, very basic, but can hold more than an Economy Cabin. But that's getting a bit more complicated then.
That's about it using just the current game mechanics.
There's loads more I can think of, be require some serious work to do, so it's unlikely. Lol
