PowerPlay - passive bonuses question

Hi CMDRs,
i have been googling for 1 hour, so i decided to write it here:

On this page i found that Torvald and Mahond have bonuses on Rank II, that says: "+5% trade profits (increasing to 10/15/20%)"

So how is it works?
1) is it true?
2) is it working even if is power lower than on first 3 places?
3) bonus is only in territory of the power?
4) text in brackets means that on Rank III will be bonus 10%, RIV - 15% and RV - 20%?

I'm pledged to Zemina for ages and now i'm really into trading so i was wondering how to speed it up.
My idea is to buy slaves or something worse and than sell it somewhere in Zemina's territory for higher price and plus with this bonus (keeping Rank III shouldn't be a problem)

4. No, the bonus is 10% when power at 3rd, 15% at 2nd, 20% at 1st

Uh yeah the bonuses work, but I never trade for profit (BGS fanatic here); and I wouldn’t know about the effect of the team position on the ladder.
Mahon is always first second or third.
