Powerplay penalising players

I realised recently that Powerplay seems to massively penalise players to take part.

Example :

I'm with the empire, but to fill my ship with THEIR promotional material, I have to pay 150,000 Cr after the first 15t - to "help" meet their targets.

If I did several rounds trips delivering material for them (my Python has 250t available) it costs me 2.4M Cr per trip to help them out.

Yes, I get a small payment of about 2,000Cr plus merit points for delivering them, I think it's 1 point per ton, but I need to get 1,500 points for two weeks running to get an empire "pay" of 5M Cr.

To get that 1,500 merit points per week I need to do six full trips at 250t each, so that's six times 2.4M Cr per week, or 14.4M Cr each week out of my pocket to recoup just 5M Cr the second week.
 
You can wait for your allocations as well, but these days 14 million is about 20 minutes work.

It is a bit strange to say the least though, but hopefully with FD talking about Powerplay balancing something can be done- FD can change the value of the cargo so that on delivery you get more back for example.
 
With the right combat ship, it's a whole lot easier to grind it the combat way when you can. Even more so if you're in a wing.

There were some really good ideas in the powerplay revamp that Frontier was going to do. I hope they do them some time.

The worse are the 5-6 clicks that we have to go through each and every time to advance the allocation

But OP, you can get merits by fighting in a powerplay combat zone.
10 merits per kill, but you get no credits in exchange... you just have to decide what's more important for you, credits or time?
 
Keep in mind the merits you earn now will still have value for three additional weeks (decaying by half each week).

If you earn 5334 merits per week, that will be enough to sustain the 10000 merits required for rating 5. With the 50 mil salary from rating 5, this makes you need 334 merits which will easily come from the 50 ton free allotments as you work towards that amount. And I'm not even accounting for that small pay you get for each ton delivered.

That said, this system comes from a time that the 10k per ton to pay for fast-tracking your quota was a quite meaningful amount. Nowadays you could do other game activities to get a lot of money (bounty hunting being the most recently adjusted activity), and then you'll be able to easily afford the investment to keep your merits going.

As @Rubbernuke said, we may also get some PP adjustments in the future, which could make all this easier to get into.

Lastly, I really recommend looking for the community of the power you're pledged to. PP has a lot of potential traps - the hauling you're doing may be actually hurting your power. Plus you'll get to meet a lot of folks that can give you tips, advice and answer any questions you may have.
