PowerPlay Pirates - Win a system by criminal activities. Community goal : Destroy them.

It would be great that in order to gain power in a system, Pirate power have to do criminal activities : kill the economy, stole cargo, do a lot of smuggling, kill a lot of players..etc.
Pirate power shouldn't be treated as a normal political power, but rather like a criminal organisation.

A Hidden Pirate Base could be given to pirate power in a system once they manage to gain x% of point of interest.
This way they have somewhere to dock, hide, repair, refuel their ship.

There would be mission against this criminal organisation. Blood Hunter and Pirates would have fun with each other having nice PvP combat !

There could even be community goal to found and destroy this pirate base to kick them out of the system !

We could see the same community goal at the pirate base in order to have enought fighter in the Pirate side.

Pirate power would then become special and fun to play !
 
Such bases should be available to any faction, and should undermine CC while active. If in their own systems, it should boost CC.

Some people don't like the current "nothing ever changes" of PP, and of course it makes some sense. Systems changing hands should be more rare.

The biggest problem is that 5th columnists would expose such bases and make them very short lived indeed.
 
Other power should not have their own hidden station like pirates. They are normal politician (Democrats, Republicans...etc.). Even dictator governement often came with election.
Of course some mercenary take the power by force and then institute a dictatorship, but it's not a common things.

Pirates are special. There is a whole theme behind them that can be exploit. Pirates in history, movies, games, have pirate bay, hidden treasure...etc.

This should should capitalized on this great theme !

Of course other power could be reshape to give something unique. Like in Civilization V where you can win by many means, each faction should have specificity.
Some faction could be mercenaries and they will take the power by force.

For example in my system i have to kill a lot of criminals. I became allied with Federation, Empire, Alliance, because of that, but i became unfriendly with this anarchist faction.
So in fact i'm killing some pirates but more some anarchist faction members i guess.

Anarchist/Dictators factions could have in their goal to take the power by force indeed.

All of that need to be thought to propose frontier a whole new fun and diversified system for PowerPlay. Right now it's seems not fun, without specific and fun objectives. You win by providing package to station Oo
