Powerplay powers should cover rebuy costs

This is an issue I've had with the game since I started playing. There should be a way to avoid rebuy costs to promote open, and PvP. My first thought is to use powerplay for this purpose. It's been said many times that powerplay is there to promote consensual PvP, well, why not actually do that by taking away people's number one reason for not engaging in PvP, the rebuy costs.

-People who are involved in powerplay don't have to pay the rebuy for their ship if lost to another powerplay player. The rebuy is paid by their own power as a thank you for risking your life for them.

-If someone not involved in powerplay was killed (and was shot first) by a powerplay player, they too could have their insurance rebuy covered by the killers power.

-People who want to try PvP, but are too afraid of the rebuy costs would join a power, which would boost the number of people in powerplay, instantly making it much more interesting.

-It would make the people who don't want to engage in PvP more likely to play in open, as they know that simply not joining powerplay will protect them to an extent.

-The insurance rebuys could even be calculated into the mechanics of powerplay, adding up the combined insurance rebuys each individual power has to pay out each week could effect each power's economy in some way, meaning dying doesn't become meaningless, it would have an effect on each power. So if a power maybe didn't have enough money to pay all it's insurance rebuys one week, it would have to sell off assets to cover them or something like that.

Anyway, this is just another attempt of mine at coming up with a way of getting rid of rebuy costs in some way, as I really believe it's holding back the potential of this game too much. Yes, I know many people feel like dying needs to have serious consequences, so that the game really feels like it has meaning. That the wins don't feel as great if the loses aren't equally has terrible. But there are also a lot of people who don't feel this way, and would love to go battle other players because they're tired of kicking NPC hindquarters all day, but also know that they'll lose at least their first 20 PvP battles, and that will just simply cost them too much.

PvP in this game is terrible, Powerplay isn't working as expected, people shy away from open, gankers are annoying, and people whine constantly about getting destroyed. I feel like ship rebuy is at the heart of all these issues, and giving people a way to avoid those costs would go a long way to fixing them.
