PowerPlay : preparations system.

As many have seen, the previous cycle a very well organized fifth column was working to prepare a bad system (Chnumar).
To prevent such situations for the future we need a change about the actual preparation mechanism.
Here's what i propose :
Preparation for a system with :
* negative radius income : real prep = current prep x 0.5
* radius income between 0-10 : real prep = current prep
* radius income between 11-20 : real prep = current prep x 1.1
* radius income between 21-31 : real prep = current prep x 1.2
* ...

This could help a Power to prevent very bad preparations organized by a 5C while they're systems with high radius income available.

Agreed.
This is the best suggestion I've seen so far, especially since it most likely doesn't require a complete overhaul of the prep mechanics for it to be implemented.
It also doesn't prevent the powers from making aggressive (weaponized) expansions should they so desire, it simply requires a concerted effort.

I'm all for this fix to be applied as soon as possible, at the very least as an emergency measure if nothing else.
