Powerplay question

I'm not new to Elite or anything but I am new to forums so my community knowledge is a little lacking.

My question is.... Player factions can make powerplay factions right?

Me and my wing want to do this but as it gathers pace, I start to wonder if it's actually possible. I'm even wondering if one of the existing ones is actually player made and perhaps my idea wasn't even very unique to begin with. I worked with the East Galaxy company for ages and didn't even know it was a player faction until a month ago.

So, please educate me here. Are any current powerplay factions player made and how did they do it? I read that it was done by expanding a minor faction really far but when I see that the winged hussars have 30 systems under their belt, I wonder how far?

Any help appreciated, any trolls not so much.
 
There is one single player group based Power in Elite Dangerous right now, and that's the group lead by Yuri Grom. This group initially was a normal player created minor faction that won a special in-game event last year. The event consisted of multiple stages during which the player group with the most support was determined which than advanced to become the first player created Power in PP.

When Powerplay was released, the initial plan was to have a more dynamic composition of powers, so that minor factions (including those created by players) could regularly compete in events such as the one mentioned above, and other Powers struggling to maintain their territory and support would eventually fall out of the roster of Powers and be demoted to minor factions status. Sadly, this never came to pass, and as of today Yuri Grom remains the only player lead Power in ED.

Given the low priority PP seems to have for the developers right now, I wouldn't get my hopes up for a new chance to upgrade your minor faction to Power-status any time soon.

Well thank you, that is kind of good and bad news then.

So it's possible and has been done before but unlikely any time soon. Well "Beyond" is round the corner and my group has a long way to grow before that.
