The four weeks will be up on February 19th.
Do I have to wait until the following Thursday before I can buy?

No, 4 weeks 'completed' from the exact moment (date AND time) that you pledged.

The rank requirement is critical there. If you've maintained R3 to the moment you pass 4 weeks you can buy. Otherwise you need to wait until your rank changes to R3.
