Is it better for a system to be controlled or exploited by a powerplay member?

What's the context of this question? There shouldn't be difference other than control systems will see more traffic (if you care about BGS).
Future control systems are selected based on how much CC profit they receive from their exploited systems.

I was just curious because i noticed some are exploited and others are controlled, Ive put some time into BGS but not enough to notice if there was any change between the 2 types. Thanks for answering o7.
Happy to help. So yes, from a BGS perspective you may see increased traffic in control systems, which might slow down or throw off whatever you're trying to accomplish. Other than that, control and exploited have all the same power effects.
