As you know the old Powerplay-related discounts and bonus have been brought into the new PP v2 system, but with some changes (and bugs), let's get an overview.
Access to the following perks does not require to be pledged and access to this "base perk" are available even if pledged to an enemy power.
of course, be careful in enemy Stronghold systems, but Fortified are quite safe to use discounts or bounty payouts bonus.

Archer and (partially) Mahon perks discounts are currently bugged, access Frontier issue tracking from below links and vote, or the bugs will not be processed and fixed.

15% discount on All in-stock ships and modules in control systems - Fortified and Stronghold. (in PP v1 was applied even in Exploited system, this no longer applies)
ALL modules, including tech broker/guardian ones, etc...
There is no description but the discount is applied on ships, too.
Jerome Archer (bugged)
Human & guardian hardpoint discount, in PP v1 was a Zachary Hudson power-related perk, rules to apply discount are the same in PP v2.
Edmund Mahon (partially bugged)
20% discount on Cargo Rack and Hull Reinforcement Package in control system - Fortified and Stronghold.
partial BUG: Discount on Guardian HRP and SRP at Guardian Tech broker in control system is noted in description but not applied (see screenshots below).
Arissa-Lavigny Duval
Increase in bounty payouts,
+20% Bounty redeem in Exploited Systems
+40% Bounty redeem in Fortified and Stronghold Systems
Nakato Kaine
Increase in bounty payouts,
