So a couple days ago I decided to investigate this powerplay system.
First I looked for how do I prevent a power from exploiting my system? How do I stop them from exploiting my system? I like my neutral system just the way it is; and don't want so and so 'exploiting' my system... well turns out there is no way to prevent acquisition. So... if you can't beat them, join them.
There's no way to know who else is participating in this power or to contact them.
There's now way to smack stupid players upside the head for attempting to expand into negative credit systems. There's no way to prevent alts from being in your power and expanding into negative credit systems. I would have done it; but I took the time to look at the map and went for green systems to expand into, not gray. There's no way to remove tickets from a system someone thinks they want to expand into that shouldn't.
There's no way to contact anyone in the power and arrange anything.
There's no way to know if I'm not the only one in the power doing anything. I certainly never see anyone. But then my first goal was to do exploration which left me in systems that were unexplored and therefore away from others.
Now there's an attempt to undermine one of my power's systems, and I figured I could repay the favor; but then I did more research and found this is not something one can(should) do alone. And; even if I could... I ended up working for Denton Patreus; and am supposed to locate and kill Kumo Crew Transport vessels... how do I find these? I don't want to be against the system I'm liberating; I just want to be against the power that's exploited it. I find lot of ships that want to kill me; I investigated a half dozen signal things and found none of these. I scanned ships flying around the system and found none. So even if I could, I can't because there's none to kill. Maybe if I could get a mission from my power...

On the third party site http://elite-dangerous.wikia.com/wiki/Powerplay There's a general description, but effect of fortifying is vague; If I fortify 116 of the trigger does it save it? The undermine is trigger 253. If 253 is more than 116 does it win against the fortify? Undermine doesn't immediately turn the system to the other side? It just makes it more expensive to upkeep? What about this system that someone's trying to expand into that's already worth -23CC; how long before that system decides to leave? (and can't I just kick it out for being worthless in the first place?)
And now that I've joined a power I limit my available options of places to go and things to do... well guess I'll leave my power and not play for a day or so until the heat dies down.
Edit: And. Having read a lot that merits either entirely clear or you get only 50%; and since I can't do undermining solo, there's really no percentage to having a hostile status in systems that are not exploited by my power. Shuttling 10 marked arms shipments per half hour is not even going to keep me at rank 3.
And when do I get my rank anyway? I have 160 merits which says I should be rank 2, and should get 25 nominations (nomination deosn't work at all) and get 15 'power commodity allocation' per half hour... but still only get 10.
