First off, I don't know a huge deal about PowerPlay, so if I suggest something that's already in game, ignore it! It just means I haven't seen it yet.
So, PowerPlay, that elephant in the room, isn't actually as bad as it seems.
Its main problem is it's incredibly repetitive.
You seemingly have two choices.
Shoot things in someone elses territory.
Or haul things to your own territory.
Over, and over, and over, and over again. Lol
Then you can do something, with somethings , for some reason. I don't know... Lol
So my first suggestion, is simply;
Add PowerPlay Missions
These don't really have to be any different to the regular missions we have, except the target is always relevant to the PowerPlay faction.
For example, haul X to an allied system, for merits instead of money. Or a bit of both.
Or Kill X number of faction Y, in system Z.
Again, earning money and/or merits.
You can even throw in surface base assaults against rival PP factions, assassination missions of key figures of rival factions, mining, salvage etc etc.
This would make PowerPlay feel much more dynamic and interesting.
Second idea;
Add PowerPlay Conflict Zones
In some, or all contested systems, it would be good to see PP specific conflict zones.
On arrival you'll be assigned to the correct side. If you drop in to one that's not got your faction in, you'll be unfortunately hostile to both sides. Lol
If you're not in PP, they work exactly like normal CZs.
For balance, merits earned here should probably be much lower, due to the endless stream of targets.
Using the previous idea, missions could be spawned to send you to these.
Third idea, is about Merit Decay.
The 50% continual loss is fairly demoralising. I'm not expert on maths, but a better system that rewards regular contributions, and punishes being idle could be in place.
For example, if you maintain your rank, your decay is lowered to 40%. If you increase you rank, it's lowered some more, say 25%.
But if you go idle for a few weeks, every week, your decay, well, decays somewhat, back to 50%.
Or something. I'll let someone else figure that pony out. Lol
