Since when you pledge you join a massive collective organization , why not have it that when another power attacks you, you get a squad of friendlies to help you?
Currently your NPC "allies" treat you like vermin, this idea would make you feel you are part of a bigger team. It would help less experienced combat pledges, and also act like a balance if power based interdictions were dialed up.
It would not provide much of a farming opportunity for underminers with 5C help either (since more effective methods exist).
