PP chat channel

All players of a pp fraction get an additional text-channel in the comm panel.
Players can comunicate with every online fraction member through this channel.
The channel can be disabled in com-settings panel just like the public channel.
Text messages within this channel get anoter color (different to direct player/wing messages and local chat).

I like this. We need a channel for all people in you instance at least.

We also need one and open channel for all cmdrs in the 7.5 k range around a station. You opt in or out of these like you would with a radio
