PP: Destroyed and stole 2 canisters from Torval: Treachery???

Did interdict 2 Private Security Type-7 in HE Pola, controlled by Zemina Torval. I'm with another power. After (accidentally) destroying the 2nd Type-7, on my way back to base, I see that there is a message for me waiting. Open it and it has the title of "Treachery" and says that as a member of xxx, I couldn't attack an allied (or something similar, can't remember the exact wording and didn't think about a screenshot). As a result, I lost 40 merits! What? I'm not blind, I am sure I did take on 2 Private Security for Zemina Torval. They were clearly scanned before I interdicted them.

How can that be???

Yes, I'm pledged to another power in the Empire. So, if I understand correctly, I would have to undermine other powers from a different faction? Never read anything about this.

Also, is it why when I approached one station in my headquarters, my cargo was identified as illicit? The contact did happily take the canisters and added them to the undermine progress. That's just weird. Many parts are unknown or work strangely...

Essentially if you're aligned with an Empire power and you kill a CMDR belonging to the Empire 'superpower' you'll be in trouble. For example, if I'm aligned with Patreus and you're with Torval, if we fight to the death, whoever survives is labelled a traitor to the Empire and will lose merits. But, you can still undermine one another by acts of piracy - shoot out the cargo hatch or use limpets to free up the cargo and pinch it. No treachery and demerits
