I bought both staff and guest VIP, but never created a an avatar for them. I never saw the option.

have you got the key to activate them on steam from your frontier account?
In the "My Keys"? No. I have a key for Aphla, and a key for release. But I have a receipt for buying guest and staff VIP tickets.
I don't think you'll get ever get the staff option, they're now just one single model vs their original plan of having it using the guest editor. [ugh]

if you don't have a key in the frontier store, you need to open a ticket at the frontier support.
I found my VIP staff key there :
