No clue on reason, but a lot of people are having the same issue, me included. There are some threads on various sites and a number of bugs on the bug tracker about it, so at least it's not just you..

Thanks! I just dont see the outfit anywhere in holome or combat suits.

I utterly despise the way changing your character's outfit works. And in VR NONE of it works correctly. You select (stupidly) individual suit items (left arm, right leg, whatever). NOBODY DRESSES THIS WAY!!!!!! And the menus don't even correctly correspond to what you selected. The right arm category shows tiles for left arm, etc. It's just stupid.
