  3. Wait for 1.3 to release
  4. Sell for 10,000+ cr/ton

Didn't think of that - glad you didn't post it openly to all to see as it might be considered as an exploit - ohh hang on.....

Off to get my fix and fill up my hold.

My reading of the patch notes was that the price of narcotics would only rise in places where they're illegal (thus very scarce). I assume they'll remain just as cheap wherever they're legal, because they're legal. The price differential comes from successfully smuggling them into a system where they're illegal, and that element of risk isn't changing (much?) in 1.3

Have players in beta noticed that prices have risen everywhere?

My understanding was that cargo/missions will be reset, although with no penalty, so make sure to sell/complete everything you want to accomplish before the update drops.
