Preload and release time on steam

From what I have been reading 10am Tuesday
Preload is indeed live! I'm downloading it right now!
I'm now downloading too! So excited!
Wait, we have to wait until midday tomorrow to play? i thought we could play tonight after midnight??????? This really puts a wrench into my plans.

Steam says 1 day and 5 hours. If it was tonight it'd be around 15 hours. I really am sad now because thats the release time i was told. Its different between platforms? I thought the devs said it was a global release at the same time.

I'm also sad if the Steam time is correct, I was expecting it sooner.
I was expecting a size closer to 40 gb, 10 times heavier.
size 4 gb, it's weak no ? I would almost dare put it in the small game category.
quickly, I think it will be more complete in terms of management and gameplay than in terms of graphic content and the diversity of objects and buildings.
the buildings and the flora (trees and plants) must be unique, that's what we can assume from elsewhere during the Live Gameplay Premiere at E3!, why not if the rest is good.
it surprises me a bit I'm used to games of 30-40 gb, but that does not mean it's a ridiculous game.

Mine also says 1d 5hThe next 24 hours will be complaints because everyone takes 12th as a time, but it could be any time in the 24 (or 36!) hours of that day.
* If it comes out at midnight in each timezone then every later timezone will complain
* If it comes out at midnight in, say, UTC then everyone not in UTC will complain
But then after a day it will all be forgotten as we get to play

From what I understand the console players had two download. One of them was a 5GB launch day patch. For some reason I don't think steam let us download the full game cause yeah it does seem small. Especially for a game that has Dinosaur models that look this good.
I really hope that someone from Frontier can come in here and give us some answers as to why some people only have to wait another 12 hours while steam users have to wait another extra day. It doesnt strike me as a global release date/time then. Which means Frontier lied about it?
Best case scenario is that its just another timer bug on Steam. But i'd seriously want some answers.

Especially because of the latter I'm baffled about the game size.
