Preparations for Zemina Torval do not show up in expansion

Screenshot 1-2 are taken right prior to the cycle and screenshot 3 right after the cycle. Note that Zemina Torval is marked as highest contributing power. Also note that we had the CC to pay and it was the top ones in our list. Despite this, the systems do not show up in Expansion.

you guys have no money right now, you don't want more systems, I'd just keep quiet abut it before you fall into turmoil.
