Horizons Pretend surface missions?

I've noticed a number of missions have the Horizons symbol despite having nothing to do with landing at any planets.

Yep, there are tons of them. Just normal transport / delivery missions to outposts, but with the Horizons symbol next to them.

The microbial furnaces and hostage liberation missions don't require planetary landings.

Those missions have a chance of changing the delivery location to a planetary base, when you are returning to deliver the items. This doesn't always happen, however.

The missions that request commodities to buy from you? I know the transport missions can change location.

I'm pretty sure it's just a bug...

Mission changes are entirely randomly generated, so any mission (that has changes), so for example any delivery mission, has the possibility to be redirected to a planetary base assuming the player has Horizons.
