I'll preface this by saying I'm open to the idea of bad RNG, however I still think that in-of-itself is in line with some feedback.
I'm a combat oriented player, so I like to rep up with the Feds and earn money through Assassinations, Massacres, Skimmer Missions etc. However, over the last couple of weeks I've noticed that combat missions seem to be incredibly rare compared to delivery and data transfer missions.
To clarify, I feel I understand as much about the BGS as most players, the systems I search for require A) Fed Alignment B) Controlling faction in a War /Civ War State C) Atleast 2 other Fed factions in a similar state; and yet when I arrive at a station it's business as usual. "BTW CMDR, there's a Civil War in this system, be careful who you pledge your allegience to. Now haul 500T of Biowaste to the next system over to bring about glorious victory!"
I understand that pragmatically the economy still needs to tick over, even in war. But thematically, it does little to create any sense of atmosphere or seperation from systems not in a war state, and functionally, is incredibly frustrating to play. Over the last 5 systems I've been to, meeting the above criteria, I've seen roughly 1 combat mission for every 8 trade missions. It's so annoying to find a system that meets the criteria, fly over, dock, and then see nothing but cargo missions. Traders have about 6 other states to choose from (with Boom being simultaneously the best and the most common), yet the BGS, with regards to war, seems to have little impact on either the functionality of the system, or the missions the factions offer. Traders, Miners etc can fly to pretty much any system and find a good assortment of delviery/fetch/data transfer missions. Combat pilots can stack the BGS in their favour, and still be left with nothing to do. Not to whine, but when I dock at the third station in a system and have 2 Assassination missions to show for my effort, I just go find something to play.

I think the general unreliability and low relative rate of combat missions needs some minor tweaking (perhaps factions in a war state having a minimum percentage of combat oriented missions at board generation). However, I'd love to see these states being more distinct from the others, and having more of an impact on the game itself. War / Civil War could be serious states, turning the entire system into a war zone, with severe implications for all minor factions; a possible shift in power, conflict zones erupting in shipping lanes, civilians getting caught in the crossfire, an on opportunity to weaken an old rival, these would all prompt minor factions not experiencing a War State to take sides and offer combat missions to help their prefered faction, exploit an opportunity or to simply see a swift resolution so they can get back to business. Obviously only minor factions in War / Civ War should offer Massacre mission, but I think all minor factions currently inhabiting a system experiencing war, regardless of their individual states, should see a drastic increase in the number of combat oriented missions beng offered to pilots.
PS: Surface Scanning is not a combat mission. Don't even.
