Preventing Instant Bounty Payoffs at Space Stations

I've been reading a lot of threads about player kills and the lack of punishment for player killers as they can dock at the nearest space station and pay off the bounty instantly therefore cleansing their record without any real consequences.

I think your wanted bounty should only be allowed to be paid off over time to reflect the seriousness of the deed, for instance you're only allowed to pay off 1000cr of your wanted bounty every hour.

This way someone who accidentally shoots a police ship can pay their bounty off instantly, but some of the harder criminals that choose the life of crime and accure the bigger bounties will have to live with the consequences.

I think this would add a richness to the game and make people think twice before pulling the trigger, it would also make Bounty Hunting Player Pirates much more fun (and profitable).

So what do you guys think, Could this work?
 
I just think the game needs to be able to separate certain crimes into categories, and apply penalties towards that.

For example, Level 1 infractions would deal with minor fines and can be paid off, that way acquiring a bounty would be a higher level infraction one you can't pay off and is only placed on those that intend to go down that route.

Nah I'm a bounty hunter through and through... but I do think Assassins & Pirates have too easy a life, can clear their crimes off the slate in a blink. :)

You want to be notorious, you suffer the consequences that go with notoriety.

Tagging a ship for light shield damage in combat with someone else should be a fine (at most) not a bounty and easy to pay off.
Murder of an innocent ship should be a high bounty and should be hard to recover your reputation from that. Really it should not even be possible to pay your own bounty, since the idea of a bounty is an incentive for someone to bring you to justice. The key part is the bringing to justice and the bounty is just a means to an end.
 
unless you make it per hour of playing time i don't see how it would make any difference, it will just result in this: commit heinous crime, dock at space station, log off and go to bed. wake up, log in pay off bounty.
