Already in game, unfortunately nowhere near as interesting to look at. The video is showing a proto-planetary disc, I think they have been in game since release. Hopefully the Q4 update will see some improvements.

T-Tauri stars are good place to look, you'll find a disc and molten planets in orbit.

Nope, they aren't, unless you mean the ring systems around some stars. These aren't really proto-planetary discs, which would span the whole stellar system.

Proto-planetary discs and accretion discs are still high upon most explorers‘ wishlists.
