Make sure you're actaully rating 3. Remember if you have the Merits, it only counts at the END of the cycle that rating is given. If you just turned in the amount for merits TODAY, you're still below rating 3 until the next cycle.

But there are two places in the game that sell every ship and module, including PP modules (if you are authorized to buy them). If you have Elite rank in any area, then Founder's World in Shinrarta Dezhra sells everything with a 10% discount.
If you don't have elite rank, I Sola Prospect in Brestla sells everything too, but there's a 20% markup.
As long as you have rating 3 and 4 weeks, you should be able to buy them everywhere normal shields are sold. If your PP status page shows that, you're experiencing a bug. Ticket it.
