Just wondering if after i unlock prismatic shields do i need to stay with that faction to buy them and also still have 350 merit point? so in effect do i need to stock up on prismatic shields if i want them on any given ship, or can i go and still buy them if not allied or my merits drop.

You only have access while you qualify for them, leave the power or drop level, then no access. You do keep anything you already own though until you sell them.
Stock up on the shields if you want a collection to deploy on various ships in your fleet, yes. After you leave the faction, you can't buy new Prismatic shields anymore, but you can sell them on one ship and rebuy them on another (unsupported feature) within 10 minutes.
With 2.2, module storage should arrive, so you can store powerplay-modules instead of having storage-ships for such modules.

Module storage is going to be nice. I'm looking forward to fussing around with specific builds regarding modded shields and armor without losing mods or modules.
