Prismatics - how do I know when I can get them?

As the title says - how do I know when I will be able to get prismatic shields? I joined powerplay for Aisling Duval, and I understand I at some point will need to reach rank 3. Will the shields be available after exactly 4 weeks, or a certain number of cycles?

its when you've been associated with them for 4 cycles, so join up - wait 21 days then make sure you've got the 750 merits for rank 3 so you can buy them the same week they become available.
