Imagine this, you have one e-breach and there is a small crawlspace and a few guards to pass just like in Skyrim where instead of doing time you can sneak your way out.

Gameplay they never got around to finish, because ODE was rushed due to reasons.

I donno if you guys have ever been apprehended on foot, but the prison cells in the actual detention centers are fully functional. I literally got blasted running for my ship and woke up in a cell. Of course, the door was bugged and it took half a dozen tries to actually leave...
