We need it. We've asked for it multiple times. It needs to just be a primary port type that doesn't give you architect status once the build is complete. The system just goes to Brewer Penitentiary and that's it. Though I wouldn't be surprised if there's some special magic DB table for prison systems that makes adding prisons across the galaxy harder than we'd expect.

They should possibly come with a minimum range cutoff so they need to be at least xxxLy from the nearest existing facility.
