Prison Colony

Just seen a permit only system, lots of planets but the only station there is a prison colony. I'm intrigued, would you get a permit as part of a mission, transporting prisoners or facilitating a break out? Or will you get a permit when you reach a certain rank? Or is it purely a no go zone? Hope not I want Riddick as my co-pilot.

If it's a Fed/Empire system you might get the permit as a reward for completing missions. If it's a independent system then you will have to random missions in the nearby systems to get it.
