Prisoner kill missions

Are these type of missions bugged? Has anyone seen prisoner ships? I've got 4 of them and have spent the past 6 hours flying around the system visiting hundreds of USS and I haven't found a single Prisoner ship.

I'm trying to do this mission as well but I cannot find any prisoners. I have to kill four prisoners in a particular system but I don't believe this system is a prison colony. It's highly developed and is industry is high-tech

I keep seeing these but haven't taken them because I have no idea what "Prisoners" ships are. Can anyone enlighten us?

Pretty sure all Mercenary Missions aren't working consistently, this one in particular, "prisoners" don't seem to exist. I've even come to a Prisoner Colony that has a lot of Orcas flying around and nothing is counting, at this point probably because it isn't the mission stated system, but nothing else worked so I wanted to try it.

If we could just have missions work consistently I could get back to really enjoying this game.
