Private play?

I'm playing Elite with a few friends and we noticed a private play that's unavailable to select. Are we missing something? or is it not implemented?
 
Its not implemented yet, its kinda like your own private server where you and those you invite can play without interacting with other players (solo play but with friends and npcs only)

I guess it'll not get implemented at all, due Microsoft's server and Xbox Live restrictions.

I would expect that if that was the case then the option would not exist on the menu - it may well be that it is disabled at this time so that Frontier get as much data from players in Open as possible during the GPP phase. As Private Groups are simply a different setting of the matchmaking system, there is no technical reason why they cannot be implemented on Xbox One.
 
Most likely this option will go live the moment they introduce XBL friend list integration.

Right now if you ran a "private server" you'd have no way to invite anyone as there is no friend list whatsoever (in-game).

XBL FL integration is obviously planned (and I guess would be live soon, with the introduction of CQC).
 
I was going to suggest, could this was maybe going to be kept for a BF4 type 'your own server' idea, where you 'rent' a server for you and your mates?

Private Group play is already available on the PC/Mac version - no rental required - it's simply a setting on the matchmaking system: Solo = match with no players; Private Group = match with players playing in that Private Group; Open = match with other players in Open.
