problem ranking up fed

after hours and hours of grinding i finally get 4 federal navy mission. i am post commander so by doing 4 federal navy mission i should rank up to admiral but it did not it just rank me to post captain did i do something wrong

Only one will count and then you have to grind your way to the next one and then wait for another navy mission to pop up rinse and repeat adnauseum.

You have to go trough all the ranks. The good news is you are only one rank away from corvette.
