Problem with Nav Beacons?

I have been out in the black for 2 months, but I am still damn sure that when I had scanned a nav beacon before, it gave you ALL the system data, including planet materials, and a FULL 100% system scan in the FSS.

Not sure about that.
My OCD compels me to fully scan every system (Cmdr Exigeous' race to Colonia was such a pain, and i did it twice )... and i remember avoiding to drop in Nav Beacons of unexplored systems - so i always FSS-ed them first.
