Problems with Federation rank progression? Stuck at Petty Officer

So just started to do missions for the Federation, got to petty officer, but my percentage has not changed at all. It has stayed at 0%, no matter how many missions I do. Any suggestions? Was first doing it in the same system I leveled up in initially, then I tried changing to a different system, no difference. Any ideas?

It is only a display bug. Doing combat missions is the best way to increase rank currently so have at it.

I have the same problem! I really hope it is a graphical glitch. I was about 30+ missions into chief petty officer and now I'm at 0%. Hopefully FD will weigh in on this
